BACKGROUND
The Government of Saint Lucia (GOSL) has secured financing for undertaking the “Development and Implementation of a GIS based Road Maintenance Management System for Saint Lucia”.
To support this initiative the Department of Infrastructure, Ports and Energy, the Executing Agency, now wishes to procure consultancy services for Development and Implementation of a GIS based Road Maintenance Management System for Saint Lucia
The objective of the consultancy is to assist the Government of Saint Lucia in designing and setting up a management tool to enable evidenced-based decisions on the expenditure of road maintenance funds, based on objective, consistent and scientific information.
SCOPE
The development of a System Database consisting of the following:
- Data requirements and information Quality levels
- Inventory data
- Traffic data
- Pavement condition data
- Economic data
- Models to assess road condition and predict changes in road condition over time.
- Establishment of maintenance standards, such that maintenance works can be carried out against appropriate and consistent investigatory standards.
- Economic Analysis models to assist decision making, regarding alternative maintenance treatments and prioritization.
- Programming module: good programming is vital in ensuring that maintenance works are carried out at the correct time, and that unnecessary disruption is avoided whilst they are being carried out.
DELIVERABLES
- Output of GIS based RMMS encompassing
- A Bridge Maintenance Management System
- A Routine Maintenance Management System
- A Road Asset Management System
- Base maps of Saint Lucia covering 1000km of roads
- Identifying and mark over 100 bridges islandwide
- Full functional Central GIS Unit with necessary hardware and software established
- Arc GIS at Central Unit and customised GIS at Divisions
- GIS awareness and Training
- GIS Linked with RMMS Data for Visualization and Analysis
The Department of Infrastructure Ports and Energy now invites interested consulting firms to submit Technical and Financial Proposals for the provision of these consultancy services.
In the assessment of submission, consideration will be given to technical competence, qualifications, experience, local and regional experience on similar assignments, financial capability, existing commitments and price. All information must be submitted in English.

Four (4) hard copies of the proposals must be received at the second address below no later than 12:00 hours on September 1st, 2017. The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Consultancy Services for Development and Implementation of a GIS Based Road Maintenance Management System for Saint Lucia”.
Government of Saint Lucia reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not considering an applicant and will not defray any costs incurred by any applicant in the preparation and submission of their proposal.
